در دهه‌های اخیر، مفهوم توسعه به یکی از ارکان اصلی سیاست‌گذاری شهری و منطقه‌ای بدل شده و اغلب با هدف بهبود کیفیت زندگی، کاهش نابرابری‌های فضایی و ارتقای زیرساخت‌ها در مناطق کمتر برخوردار مطرح شده است. با این حال، نتایج حاصل از اجرای برنامه‌های توسعه‌ای در بسیاری از مناطق، به‌ویژه سکونتگاه‌های حاشیه‌ای، نشان از شکاف عمیق میان اهداف اعلام‌شده و پیامدهای واقعی دارد. پژوهش حاضر با رویکردی انتقادی، به واکاوی ساختار مفهومی و منطق درونی برنامه‌های توسعه در ایران می‌پردازد و تجربه زیسته‌ی محله کمپ B در بندر امام خمینی (ره) را به‌عنوان نمونه‌ای از بازتاب این ساختارها بررسی می‌کند. این مطالعه با بهره‌گیری از روش کیفی و مطالعه موردی تفسیرگرایانه، از ترکیب تحلیل اسنادی برنامه‌های رسمی توسعه و مشاهده میدانی در کمپ B استفاده کرده است. در مرحله نخست، مجموعه‌ای از مؤلفه‌ها که نشانگر ضعف‌های ساختاری و مفهومی در برنامه‌ها هستند از جمله فقدان انسجام راهبردی، عدم انعطاف‌پذیری، مشارکت‌ناپذیری اجتماعی، غیبت عدالت فضایی و اجتماعی، ضعف نهادی و سیاستی، اقتصادگرایی افراطی و کم‌توجهی به خدمات انسانی و زیرساخت‌های پایه استخراج شدند و سپس، با وضعیت زیستی و اجتماعی محله تطبیق داده شدند. یافته‌ها حاکی از آن است که بحران‌های پایدار در کمپ B نه‌تنها نتیجه ضعف‌های اجرایی، بلکه بازتاب مستقیم همان مؤلفه‌هایی است که در ذات و منطق برنامه‌های توسعه‌ای نهادینه شده‌اند. در واقع، پژوهش نشان می‌دهد که شکست در این نمونه، بازتابی از یک قاعده فراگیر است که از درون ساختار برنامه‌ها تغذیه می‌شود. از این رو، تنها با بازنگری در بنیان‌های مفهومی و گذار از رویکردهای بالا به پایین به سمت برنامه‌ریزی زمینه‌محور، مشارکتی و عدالت‌محور، می‌توان به توسعه‌ای انسانی و پایدار امیدوار بود.
