The designation of dilapidated fabric as a part of the urban fabric is done based on indicators that are themselves considered an obstacle to renovation and are in fact the only determinants of the action plan and are not considered the conditions of dilapidated fabric. Therefore, the action plan for the renovation of dilapidated fabrics is also defined based on these indicators, and consequently, the renovation process also pays less attention to the relative advantages of urban fabrics in different cities of Iran.
This article seeks to answer the question, "What factors prevent the renewal of the worn-out fabric, despite its uniqueness and unique and valuable features, from turning around, and how can this renewal cycle be set in motion?" Field findings indicate that the worn-out fabric of Qom, from the perspective of its uniqueness, such as the continuity of life in the historical fabric that flows alongside a beating and stable heart like the shrine in the center, and consequently, has provided a high standard of living and a valuable space for living, which has resulted in a high level of stability for residents. From this perspective, the worn-out fabric of Qom is less subject to change and migration of the resident community. On the other hand, urban passages in neighborhoods where social life was crystallized, have today been occupied by cars, which has rendered the active social-communicative function of the city ineffective, and providing the necessary parking for these cars has also become a blind spot in the renewal process. Therefore, the need of Qom today is to renew It is based on an approach based on a systems perspective that requires a strategic, holistic and non-sectional plan and enables the revival of the flow of life of the historical fabric from a physical and metaphysical perspective alongside contemporary life. From this perspective, the theory of Neighborhood Secure Focal Point in the form of a multi-functional space plays a role as a multi-faceted solution in setting the renovation cycle in motion. In a way that, on the one hand, it provides the possibility of providing the necessary parking spaces for newly constructed units in the renovation process, and on the other hand, by freeing the passages from the shackles of cars, it returns the idea of ​​the life of city spaces to the spatial organization of the city and will contribute to the quality of active residence in the urban textures of Qom. As a result, the renovation of the worn-out texture based on this theory will lead to the continuation of the identity and recognition of the residential textures of the city center and the correct perception of citizens of the city of Qom.
