Iranian cities face profound physical challenges stemming from car dominance, social instability, and spatial inequality. This article aims to present a conceptual model for designing human-centered cities through a case study of District 8 of Tabriz. The research employs a mixed-methods approach, combining qualitative and quantitative methods. In the first stage, relevant studies were identified, screened, and selected through a systematic literature review. Following the extraction, comparison, and categorization of the criteria addressed in the selected studies, four main components and 15 key criteria of human-centered urban planning were identified. In the second stage, researcher-developed questionnaires were distributed among 55 academic and executive experts. In the third stage, the criteria were analyzed using a Multiple-Criteria Decision-Making (MCDM) approach. The Analytic Hierarchy Process (AHP) was used to determine the weights of the criteria and sub-criteria, while the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), as a multi-criteria decision-making method, was employed to evaluate and prioritize the proposed strategies. The results showed that the four proposed strategies differed in their level of influence on the realization of a human-centered city, with the strategy related to improving the physical quality of urban spaces ranking first. This finding indicates that, in the study area, enhancing physical quality, alongside simultaneous attention to social, environmental, and managerial dimensions, can play an important role in realizing the human-centered city approach.
