fa چیستی توسعه مکان محور The Nature of Place-Based Development تخصصي Special پژوهشي Original Research Article مفهوم توسعه اگرچه در ادبیات علوم اجتماعی و برنامه‌ریزی به‌عنوان فرایندی برای ارتقای کمی و کیفی زندگی انسانی شناخته می‌شود، اما همچنان با ابهام‌های نظری و عملی متعددی روبه‌رو است. بخش مهمی از این ابهام ناشی از نادیده گرفتن بسترهای فرهنگی، اجتماعی و مکانی شکل‌گیری توسعه در جوامع مختلف است. بسیاری از رویکردهای رایج توسعه، از جمله نهادگرایی، مدرنیزاسیون، وابستگی و دیدگاه‌های بین‌المللی، گرچه هر یک ابعادی از توسعه را تبیین کرده‌اند، اما نتوانسته‌اند تصویری جامع از ماهیت آن ارائه دهند. این پژوهش با طرح این فرضیه که فهم و تحقق توسعه بدون توجه به بستر مکانی و هویتی آن امکان‌پذیر نیست، به بررسی نسبت میان توسعه و مکان می‌پردازد. روش تحقیق بر مبنای تحلیل مفهومی و رویکرد دیالکتیکی است؛ بدین‌صورت که ابتدا از طریق تبیین آنتی‌تزها در قالب «آنچه توسعه نیست» و «آنچه مکان نیست» به بازخوانی انتقادی این دو مفهوم پرداخته شده و سپس با تلفیق نتایج حاصل، چارچوبی برای تبیین مفهوم «توسعه مکان‌محور» ارائه می‌شود. یافته‌های پژوهش نشان می‌دهد توسعه پدیده‌ای چندوجهی و سیستمی است که تحقق آن مستلزم پیوند با تجربه زیسته انسان، گذر زمان و شکل‌گیری احساس مکان در جامعه است. در این چارچوب، مکان نه صرفاً به‌عنوان یک بستر فیزیکی، بلکه به‌مثابه ساختاری از روابط، هویت و تجربه انسانی عمل می‌کند که می‌تواند فرایندهای توسعه را تسهیل، تسریع و تثبیت نماید. بر این اساس، توسعه مکان‌محور به‌عنوان رویکردی تفسیری و کل‌نگر مطرح می‌شود که با فاصله گرفتن از نسخه‌های یکسان و وارداتی توسعه، امکان شکل‌گیری الگوهای بومی و پایدار پیشرفت را فراهم می‌سازد.   Although the concept of development is widely recognized in the literature of social sciences and planning as a process aimed at enhancing the quantitative and qualitative aspects of human life, it still faces numerous theoretical and practical ambiguities. A significant part of this ambiguity stems from disregarding the cultural, social, and spatial contexts within which development emerges in different societies. Many common approaches to development — including institutionalism, modernization, dependency theory, and international perspectives — have each explained certain dimensions of development, yet none have succeeded in offering a comprehensive picture of its nature. This study, based on the hypothesis that understanding and achieving development is impossible without considering its spatial and identity-based contexts, examines the relationship between development and place. The research method relies on conceptual analysis and a dialectical approach. First, through articulating antitheses in the form of “what development is not” and “what place is not,” a critical reinterpretation of these two concepts is conducted. Then, by synthesizing the findings, a framework for explaining the concept of “place-based development” is presented. The results show that development is a multifaceted and systemic phenomenon whose realization requires a connection with human lived experience, the passage of time, and the formation of a sense of place within society. In this framework, place is not merely a physical setting but a structure of relationships, identity, and human experience that can facilitate, accelerate, and stabilize development processes.
