fa بازپس‌گیری نقش حکمران شهر؛ اصلاح ساختار حکمروایی شهری، شرط لازم هم‌زیستی معدن با شهر میزبان. نمونه مطالعه: شهر سیرجان تخصصي Special پژوهشي Original Research Article <span style="font-size:11pt"><span style="line-height:107%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Aptos,sans-serif"><span lang="FA" style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:&quot;B Nazanin&quot;">گل‌گهر نه تنها با نام سیرجان عجین شده و بر تاریخ غنی آن سایه افکنده بلکه مدیریت شهری آن را نیز به‌صورت غیررسمی تحت تاثیر خود قرار داده است. قدرت فراوان صنایع چنانچه در راستای منافع شهر میزبان خود قرار گیردند، به ابزاری موثر در دست مدیریت شهر بدل خواهند شد که بخش بزرگ کمبود مالی مدیریت شهر را برای عمران و توسعه شهر جبران کند. اما چنانچه معکوس این روند رخ دهد و مدیریت شهر به ابزاری تبدیل شود که اولویت رفع نیازهای صنعت را در صدر اولویت شهر قرار دهد، تعادل منافع و مصائب در بستر میزبان صنعت برهم می‌خورد. هدف این پژوهش بررسی عوامل، شکاف‌ها، روند و ابزارهایی در بدنه مدیریت شهری است که به این برهم خوردگی تعادل دامن می‌زند. بنابراین پرسش اصلی این است که حکمرانی کنونی شهر سیرجان تحت‌تسلط چه گروه‌(هایی) است؟ ضرورت دانستن این نکته باعث شناسایی و اصلاح روند معیوب در مدیریت شهری و به تبع آن هدایت سرمایه منتفع شهر (مسئولیت اجتماعی صنایع) به نیازهای اساسی شهروندان می‌شود. این پژوهش با روش‌تحقیق مطالعه موردی تبیینیِ چند روشی (</span></span></span><span dir="LTR" style="font-family:&quot;Calibri&quot;,sans-serif">Embedded Explanatory Case Study</span><span lang="FA" style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:&quot;B Nazanin&quot;">)، به این نتیجه دست یافت که چنانچه حکمروایی شهری در بدنه مدیریت رسمی و عرف شهر(شهرداری و شورای شهر) اصلاح گردد، نه تنها حکمرانی شهر به‌نفع شهر بازپس‌گرفته خواهد شد، بلکه با پیشنهاداتی می‌توان مسئولیت اجتماعی صنعت را به سمت رفع نیازهای اولویت‌دارتر شهری سوق داد که هم شهر و شهروندان منتفع شوند، مشروعیت صنعت در دید ساکنین افزوده شود، شهر توسعه و رونق یابد و هم بر بهره‌وری صنعت افزوده شود.</span></span></span></span></span></span></span></span> <p>Gol Gohar is not only intertwined with the name of Sirjan and has cast a shadow over its rich history, but has also informally influenced its urban management. If the considerable power of industries is aligned with the interests of their host city, it can become an effective instrument in the hands of urban management, compensating for a substantial part of the city&#39;s financial shortfalls for urban development and expansion. However, if the reverse occurs and urban management becomes an instrument that places addressing the industry&#39;s needs at the top of the city&#39;s priorities, the balance between benefits and hardships within the context of the industry&#39;s host city is disrupted. The aim of this research is to examine the factors, gaps, processes, and instruments within the structure of urban management that contribute to this disruption of balance. Therefore, the main question is: Under whose control is the current governance of the city of Sirjan? The necessity of understanding this issue lies in identifying and correcting the dysfunctional process in urban management and, consequently, directing the city&#39;s benefiting capital (the social responsibility of industries) toward the fundamental needs of its citizens.
